Jonava, a city in heart of Lithuania

Jonava is situated in the middle of Lithuania, close to Kaunas. Near the city, a big factory that produces fertilizers directly influences Jonava‘s transport and traffic situation. Additionally, block apartments and a sports arena also have an important influence on the mobility sector, as well as a rapid development of bicycle lanes and pedestrian paths. Also relevant are connections across the river, and the improvement of the mobility system is needed without doubt. Installation of bypasses will help to reduce environment pollution, will decrease the noice in the city and will improve traffic safety.


Achievements because of existing sectoral plans and the first SUMP

On the basis of Jonava‘s district municipality strategic planning documents and territorial planning documents, there is good progress in shaping the image of the city. The Jonava district municipality has implemented various projects in the city. Jonava has already implemented various projects related to sustainable urban mobility, such as 16 kilometres bicycle lanes and pedestrian paths, paths extending in the center of the city, around the city, near the ponds, river and in Jonava region. The city also reconstructed many streets by installing modern traffic safety measures, restored bridges and district bus stations. Furthermore, all block flats districts are equipped with new engineering infrastructure, and part of the bypasses have been maintained.

Currently, Jonava launches an e-buses purchasing project, e-car charging, implementing a project for the society intended for the public education in sustainable mobility. Additionally, Jonava‘s SUMP is now in the harmonisation stage, which should be approved by the city council in April 2018.


The city‘s most important purpose of the planning

The most important purposes of the planning is to balance Jonava‘s communication system, to identify a transport system for the users‘ needs, to develop and integrate the different forms of transport in the city with given priority to public passenger and environmental friendly transport, sustainable use of urban space. The sustainable mobility plan provides new connections for pedestrians and cyclists along the bridge, comfortable and densely arranged supermarkets in the city for the purpose to reach it without cars, to equip multisory and underground car parking, to plan new street networks, to improve connections of bicycle lanes, and many more.

The key principles are:

  • Planing for the whole functional urban area, and
  • Favouring public transport and sustainable transport modes

However, also Jonava experienced some difficulties in mobility planning and development. The most important difficulty for Jonava was the low activity of its citizens, although the plans were published on websites, in the press and other media. All citizens had the opportunity to get acquainted with the planned solutions and to provide their suggestions. Unfortunately, the response was very low, and moreover, the limited funding for the implementation of various project and the tight municipal budget were big issues.


The city‘s SUMP ambitions

The main ambition is to implement actions which are fixed in the Action plan until the year 2020 and to reach the sustainable mobility options identified for 2030. One important future plan is to join the e-ticket system with the city of Kaunas, to renew the parking management system, to further maintain cycle lanes and pedestrian zones, to remove sections with high accident in streets by implementing modern traffic safety measures, to adopt streets for all road users, to prepare the plan for trips to schools, to organise events for the promotion of sustainable mobility, to equip zones 20/30 kmh zones, or to limit non-sustainable urban freight transport in the city. But most of all, to plan again for people and to provide them with a city where they feel comfortable and well! All these ambitions are planned to be implemented within the next 3-5 years.
